I. quality and safety management responsibilities
1 Enterprise leaders are directly responsible for quality and safety work, but they cannot be "falsely linked". The leader must participate in relevant work and be reflected in the work records, such as convening relevant personnel meetings, list of participants, main meeting minutes, etc
2. The above leaders in charge blurted out the potential emergencies and accidents that may affect the quality and safety of products and the emergency measures formulated, because the main purpose of this safety permit is to ensure the safety and quality of food packaging, which should be the focus of preparation
3. During the audit process, relevant personnel of the enterprise will be convened for discussion, so the communication between relevant personnel is very important. If the work authority is not clear at ordinary times, and the connection between personnel is not good, problems are most likely to occur. For example, the person in charge of raw materials, the person in charge of inspection, the person in charge of production process and the person in charge of safety should have responsibility and authority, and be able to perform their respective duties, coordinate with each other and deal with the relationship between these personnel
4. The assessment process of the enterprise system mainly includes the Organizational Department of the assessment, the frequency of the assessment, the content of the assessment, the working procedure of the assessment, and the competitiveness of the assessment market, which will further improve the assessment of the assessment results. The implementation of the assessment shall be recorded in detail and kept intact. II. Environmental and site requirements
1 Basically, there should be no dirt roads on the roads in the production plant, and cement floors should be used as far as possible to prevent dust
2. The toilet should be separated from the workshop (the distance between the toilet and the workshop must be more than 25 meters in food production). The requirements for plastic packaging production are not as strict as those for food production, but the toilet must be isolated from the production workshop. Toilets must be kept clean and disinfected regularly
3. The living area in the factory, especially the kitchen, should not be too close to the workshop to avoid odor and product pollution
4. Manufacturers with powder in production require daily cleaning, smooth walls and no dust accumulation. The inspection is not only to see whether the site meets the environmental sanitation requirements at that time, but also to check how the enterprise can maintain environmental sanitation. For example, whether there is a special person or film responsibility system, and the scope and people should be detailed as much as possible. The minimum requirement is to have notebook or tabular records, including the records of the day, week or month on duty. The cleaning content is specific to the floor, glass, machine, etc
5. All production enterprises of plastic packaging, containers, tools and other products for food should have access to personnel and logistics. The personnel passage shall be equipped with dressing, disinfection, dust removal and other facilities. The logistics channel should be isolated from the production area and have an isolation area suitable for production. The personnel transporting materials are not allowed to enter the production area, and the staff in the production area are not allowed to enter and exit from the logistics channel
6. Disinfection facilities for manufacturers of packaging, containers, tools and other products that directly package imported food, such as fresh-keeping film, composite film, disposable tableware, beverage bottles or drinking buckets. Requirements: hand washing facilities should be inductive or pedal type to avoid cross contamination; Disinfection should be done with alcohol, etc. The buffer zone should be disinfected regularly by ultraviolet radiation. Work clothes should include hats, gloves (if it is inconvenient to work with gloves, both hands should be disinfected regularly during work), full body work clothes, changing shoes or wearing foot covers. It shall also be equipped with wind shower facilities (the manufacturer of beverage bottles or buckets can use the wind curtain). Production enterprises that produce packaging, containers, tools and other products that are not directly imported, such as melamine tableware, plastic kitchen boards and other production enterprises, should at least use hand sanitizer to wash their hands, and should at least have dust removal facilities such as dust removal rollers. Wear clean work clothes
7. Requirements for dust-proof facilities in the production workshop of plastic packaging, containers, tools and other products for various foods: closed windows (dust-proof insects), door baffles (rat proof), and good ventilation system. In addition to mosquitoes and mice, physical methods should be used, and toxic drugs are not allowed
8. The production enterprises of packaging, containers, tools and other products that directly package imported food, such as fresh-keeping film, composite film, disposable tableware, beverage bottles or drinking buckets, should carry out closed production and have ventilation and dust-proof facilities suitable for closed production. For example, when the production workshop of composite film packaging products is adjusting the temperature, if the fan cooling is used to eliminate the volatilization of toxic solvents, the decline of risk aversion in the market last week led to a rebound in commodity prices, and the effect is not good. Therefore, there must be a ventilation device. At the same time, the composite film has high requirements for temperature. Poor temperature control will directly affect the production process and quality, and may produce toxic substances. Therefore, the quality of ventilation facilities for composite membranes is one of the conditions to evaluate whether there are production facilities. It is advocated to have a separate batching room and the best ventilation facilities. Production enterprises that produce packaging, containers, tools and other products that are not directly imported, such as melamine tableware, plastic kitchen boards and other production enterprises, should also have dust-proof ventilation facilities suitable for production, such as exhaust fans
9. Warehouse requirements: it should be sealed storage. At present, enterprises that have some difficulties in meeting the requirements should also ensure that the goods are 5 ~ 10 cm away from the ground and the wall, and follow the principle of first in, first out
III. provision of production resources
1 The machines and equipment in the production workshop shall be provided with responsible personnel signs, and maintenance records, etc
2. The requirements for the quality and safety knowledge of leaders in the personnel requirements: understand the quality law, food production safety law, production license regulations and other aspects. The inspection of operators is generally carried out by random inspection, through discussion and according to their actual operation process. For special types of work, such as electricians and forklift workers, all of them should have work licenses. The production personnel who have direct contact with tableware should have a 1-3 year health examination record
3. Enterprises are encouraged to formulate their own enterprise standards, but they must be filed and stricter than national standards
IV. procurement quality control
1 Raw materials in direct contact with food should meet the hygienic standards of resins or molded products, and corresponding evidence should be provided. Auxiliary materials such as solvents, adhesives, inks, etc. can be used directly if they are listed in gb9685. Imported products not listed in gb9685 should submit safety evaluation reports such as FDA or RoHS within the validity period. For domestic products not listed in gb9685, the chemical structure and name of their products should be submitted, and the designated inspection agency or review agency should confirm whether they are listed in the FDA or RoHS permitted use catalogue. This decision is valid before the introduction of China's permitted use catalogue

again, do not purchase sheets that are overfilled with inorganic fillers. If enterprises produce sheets themselves, they should control the amount of fillers added. 4. Package identification
for products with clear food purpose, such as milk bottles, water cups, tableware, kitchen boards and other products, the package labels or instructions may not be marked with food identification. For other non composite films, composite films and other products that are easy to be confused with non food products, the word "for food" shall be marked on the product package or label
VI. product quality inspection
1 In the factory inspection and verification, batch entrusted inspection is the focus, and random inspection of the inspection account is one of the methods
2. A specification of the leading product is randomly selected from the finished product warehouse of the production enterprise for certification inspection. Products with the same raw materials and process are one batch. It is recommended to extract products with large volume and color for the convenience of testing
3. If the enterprise produces products with different raw materials at the same time, one product from each raw material shall be selected for certification inspection
